Free Comic Book Day, is an annual promotional effort by the North American comic book industry to help bring new readers into independent comic book stores.  Free Comic Book Day started in 2002 and is coordinated by the industry’s single largest distributor, Diamond Comic Distributors.
Free Comic Book Day is a single day – the first Saturday in May each year – when participating comic book shops across North America and around the world give away comic books absolutely FREE* to anyone who comes into their stores. *Check with your local comic book shop for their participation and rules.

I’ve never run into any restrictions, except maybe on number of copies. But it’s fully expected that you’ll grab at least one of each. Also, it isn’t just free random comics. The comics that are free are specially made for that day, which includes a lot of indie stuff, and stuff from major publishers.
So the consensus is different…some comic book stores require you to buy one to get one free and others give as many as 3 free comic books per customer.  Please check out the link above and contact your local retailer to find out what their specific rules are.
